Take a snow shovel and just scrape it off. Oh yeah don't forget to cover the floor with plastic and wear a hat and goggles. It really does make a house look better updated.

Use a respirator or a good dust mask. If it is dampened it will be easier to remove. Then I give it a spackle skim coat.
